American lawmakers are meeting during the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to end the standoff appeared to recede as GOP senators proposed a plan toxic to Democrats: scrapping the ACA, called Obamacare.
Deepening Impact of Federal Closure
The effect on US citizens from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As Saturday's meeting got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Several Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is actually better for the patient," one senator stated.
Another senator praised Trump's suggestion on social media, and displayed a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Democratic Reaction
Democratic senators expressed alarmed reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? In that case I applaud your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in exchange for a later vote on the Obamacare payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to restart the government and continue the subsidies for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the payments before discussing the future of the tax credits.
"Doing nothing is derelict because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some analysts indicated that the core of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.
After his golf outing, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough backing in 2017.
